feat: #3632633 Make term counts configurable in every display and retire the duplicate count-list display

Makes usage counts independently configurable across all five displays. It adds inset Badge counters and upper-right Pill bubbles, preserves numeric word weights, and converts legacy count-list settings to Tag list with counts enabled so the duplicate display option can be removed.

Validation

5 functional tests passed with 123 assertions. Drupal/DrupalPractice coding standards and whitespace checks passed.

The integrated feature set also passed 13 functional tests with 292 assertions, plus browser checks for contextual-menu styling, theme link colors, and the Drupal-blue SVG fallback.
