fix: #3611408 Regenerate composer.lock and patches.lock.json for vardot/varbase-patches 10.1.82

Regenerate composer.lock and patches.lock.json so a fresh varbase_project 10.1.x install picks up the CKEditor Media Resize Drupal 11.4 compatibility patch instead of hitting an install-blocking exception.

Problem: varbase_project 10.1.x requires vardot/varbase-patches: ~10.1.0, which currently resolves (and is locked) to 10.1.80. On Drupal core ~11.4 (locked to 11.4.4), drupal/ckeditor_media_resize 1.1.0 declares core_version_requirement: ~10.5.0 || ~10.6.0 || ~11.2.0 || ~11.3.0, so Drupal refuses to install it:

MissingDependencyException: module 'ckeditor_media_resize' is incompatible with this version of Drupal core

Hit during a browser install of varbase_project 10.1.2 RC.

Fix: vardot/varbase-patches 10.1.81/10.1.82 ships a patch (upstream ckeditor_media_resize MR !30, #3607786) widening core_version_requirement to include ~11.4.0 (Vardot/varbase-patches#523, #524, #525). composer.json already requires ~10.1.0 (no change needed) — only the lock files needed regenerating so the resolved vardot/varbase-patches moves to a tag that carries the patch.

This MR:

• composer.lock: vardot/varbase-patches 10.1.80 → 10.1.82 (satisfies ~10.1.0); drupal/ckeditor_media_resize stays 1.1.0. content-hash unchanged (composer.json untouched).
• patches.lock.json: adds the drupal/ckeditor_media_resize patch entry pointing at https://raw.githubusercontent.com/vardot/varbase-patches/refs/heads/patches/ckeditor_media_resize--2026-07-16--3607786--mr-30.patch.
• CHANGELOG.md: adds a Fixes bullet under the unreleased 10.1.2 section.

Regenerated with ddev composer update vardot/varbase-patches --with-dependencies in a throwaway DDEV project, against a fresh clone of the live 10.1.x branch tip (not the ad-hoc local site checkout, whose composer.json pins a 10.1.x-dev branch alias rather than the ~10.1.0 semver constraint varbase_project itself uses). The patch applied cleanly during the regen run (Patching drupal/ckeditor_media_resize, no errors); composer validate is clean.

Supersedes the earlier attempt in !52 (closed) (closed — its source branch went stale against the merged 10.1.2 version-bump and ended up with an empty diff against the target).
