feat: add checkAccess manipulator

wotts requested to merge issue/rest_menu_tree-3408771:feat/check_access_manipulator into 2.x

When using a headless frontend, in combination with for example the module menu_item_role_access to restrict access to menu items, we also want the rest endpoint to filter out those restricted menu items.
