Use --gin-toolbar-x-offset to position sub-menu

Michael Caldwell requested to merge issue/environment_indicator-3336512:3336512-gin-open-toolbar into 4.x

Replace instances of --gin-toolbar-width-collapsed with --gin-toolbar-x-offset, which is what gin uses, and is calculated to account for toolbar open/closed state (as well as screen size).
