Removed configure: environment_indicator_ui.settings from environment_indicator_toolbar.info.yml.

issue/environment_indicator-3530288:3530288-error-during-installation into 4.x

Now It's clean, it doesn't force unnecessary dependencies, and matches standard Drupal practices where the base module doesn’t depend on optional UI components.
