2851705: Replace+deprecate `DRUPAL_(REQUIRED|OPTIONAL|DISABLED)` constants in core modules

Following the description+instructions in https://www.drupal.org/project/drupal/issues/2851705 I tried my best to replace all uses of system.module@DRUPAL_* constants.
