fix: #3611425 Navigation admin "Extend" button has hidden text before menu title

Closes #3611425

Moves the visually hidden action text ("Extend"/"Collapse") after the visible title, so the accessible name starts with the visible label (WCAG 2.5.3 Label in Name): "Structure Extend" instead of "Extend Structure".

  • navigation-menu.html.twig: the level 2 toggle button, as proposed in the issue.
  • toolbar-button.twig: the top-level popover buttons (Structure, Configuration, Reports, user menu) are rendered by this component and had the same problem.

No JS or CSS changes needed: the scripts update [data-toolbar-action] by selector, and nothing styles these spans by position.

Test: NavigationMenuMarkupTest::testExpandableButtonLabelInName() renders a 4-level tree and checks both buttons' text starts with the title.
