Initial approach. Still lets invalid langcodes past if they were set (would have required a circular dependency with configured languages in config which should not happen), but rewrites empty, missing and ‘en’. Deprecates the locale logic as that will not need to happen anymore. Added inspection of typed config may make config operations slower though.
