feat: #2495191 VocabularyInterface does not define a weight accessor

• Adds getWeight()/setWeight() to VocabularyInterface.
• Adds VocabularyCrudTest::testGetSetWeight() covering the default value, the fluent setter, and persistence across save/reload.
