Closes #3554866

  • Marked StorageComparerInterface as deprecated and added a runtime deprecation trigger.
  • Updated ConfigImporter and ConfigImporterFactory to accept both StorageComparerInterface and StorageComparer using union types.
  • Ensured backward compatibility and left existing usages untouched where no functional change was required.
