Make style plugin a special case when getting provided elements

morvaim requested to merge issue/drupal-3410100:3410100-11-x-ckeditor-enable-class-attribute into 11.x

Make the defined elements of the style plugin an empty array when the editor is not set, so it won't give back any HTML tag with class attribute because only those specific tags and classes are allowed which are configured.
