Mergeable subset lifted out of !868 (closed) that does not bring along any baggage from !831 — the subset that can be merged without needing an update path!
Out-of-scope technical debt that initially was noise has been lifted into separate MRs:

The aim here is to achieve the equivalent functionality for component trees stored in config entities as !882 does for component trees stored in content entities.
