Resolve #3552788 "Automate the release"

Closes #3552788

We'll need to make some changes to the repository settings:

• At https://git.drupalcode.org/project/canvas/-/settings/repository#js-protected-tags-settings change the protected tags to ..* and v*..
• Generate a token that can write to the repository https://git.drupalcode.org/project/conductor/-/settings/access_tokens
• Add the token as a variable here https://git.drupalcode.org/project/conductor/-/settings/ci_cd
