Issue #3550965 by jessebaker: E2E openLibrary and openLayers should not be indeterminate

Changes indeterminate helper functions in both PW and CY that open the various side panels to be very specific. E.g. now, if you call "open library" and it's already open, that will be fail. If you try to insert a component but the library isn't open, that will be a fail.
