Generate components when extensions are installed, even if syncing config

AI Disclosure: Due to running out of token budget close to the end of the month, I did not use AI for this.

Testing instructions

  • Spin up a Drupal CMS clone and delete all the canvas.component.*.yml files from recipes/byte/config. Then try to apply the Byte recipe on top of a minimally installed Drupal. It won't work due to some outdated component versions, but you shouldn't get any "component doesn't exist"-type errors.
