Put conflict detection behind feature flag

It seems that conflict detection is currently getting in the way of translation work. Let's hide it behind feature flag.

Testing instructions

  1. Created a Page that uses a code component
  2. Triggered a new version of that code component
  3. Visited that Page via Canvas → auto-save created (only for the default translation aka en)
  4. TRANSLATE that Page
  5. Again visit that Page via Canvas → ⚠️ CONFLICT DETECTED!
