Add completed and unused states for honored and no-show bookings

Adds completed and unused terminal states to bookings and orders, with BookingManager/TransactionManager/OrderManager transitions, generic + workflow actions, dropped-line-aware aggregation, and the booking example workflow setting the state from the attendance outcome. Tests in OrderTest. See #3609459.
