Issue #3610959: Prefix workflow column outcomes with the step label

Pass the prefix_node flag when OrderWorkflowColumn folds parked nodes into one dropbutton, so outcomes render as "{step}: {outcome}" and two nodes offering the same outcome stay distinct. Mirrors orchestra_ui InstanceListForm. The prefix formatting itself is already covered by orchestra_ui PendingActionLinksTest.
