Issue #3610507: Render the orders overview Workflow column as one operations dropbutton

OrderWorkflowColumn reused Orchestra's PendingActionLinksTrait and now returns a single #type=>operations dropbutton (act link + non-guarded outcomes) instead of individual flat buttons, matching the Operations column and the My-actions list. Rendering-only. See #3610507.
