fix: Add allow_style to Y Styles config for Landing Page

Summary

  • The Y Styles panel was not appearing in Layout Builder because the allow_style setting was missing from the entity view display third party settings
  • Add allow_style: true to landing_page_lb.default.yml config
  • Add ws_small_y_update_91008 to enable Y Styles on existing sites

Test plan

  • Install fresh site with ws_small_y - Y Styles panel should appear on Landing Page Layout Builder
  • Update existing site with drush updb - Y Styles panel should appear after update
