fix: Add allow_style to Y Styles config for Event

Summary

  • The Y Styles panel was not appearing in Layout Builder because the allow_style setting was missing from the entity view display third party settings
  • Add allow_style: true to lb_event.default.yml and lb_event.event_info.yml configs
  • Add ws_event_update_9028 to enable Y Styles on existing sites

Test plan

  • Install fresh site with ws_event - Y Styles panel should appear on Event Layout Builder
  • Update existing site with drush updb - Y Styles panel should appear after update
