feat(4.61-prep): Bump ctools to 1.21, date to 2.14, entityreference to 1.9, entityreference_prepopulate to 1.8, field_group to 1.8, link to 1.11, linkchecker to 1.5, menu_attributes to 1.2, panels to 3.11, panopoly_magic to 1.91, views to 3.29, views_bulk_operations to 3.7, workbench_moderation to 3.0. Also reroll some patches for views and workbench moderation. Update patch for workbench_moderation issue 2428371 to most recent patch (http://drupal.org/files/issues/upgrade_from_1x3_to_3x_fails-2428371-51.patch). And add patch for core that accompanies it based on issues comments (https://www.drupal.org/files/issues/2022-06-01/2615496-83.patch).
