fix: #3623203 Let content editors use the editorial workflow, and keep the administration index for roles that need it

Closes https://www.drupal.org/project/website_starter/issues/3623203

  • The Content editor role gets the editorial workflow transitions (create new draft, publish, archive, restore to draft, restore) and "view latest version", so editors can save and publish webpages.
  • Authenticated users no longer get "access administration pages". The Content editor role keeps it from the core Content editor role recipe.
  • The Full HTML editor settings of the template enable Linkit with the default profile, so the template's own editor settings keep link suggestions.

Tested on a Website Starter install through the Webship installer, with this branch as a path repository (and the Web Admin, Web Editor and Web Dashboard branches of the related issues):

  • As a content editor, saving a new Webpage as Published works: "Webpage R4F editor webpage published has been created." (before: "You do not have access to transition from Draft to Draft").
  • The authenticated role no longer has "access administration pages".
  • Both Basic HTML and Full HTML editors have Linkit enabled with the default profile.
  • config:inspect shows only the editor.editor.webform_default error, and no errors were logged.
