Closes #3623774

Web Admin no longer installs Gin Login, so the gin_login.settings action stopped a fresh install:

Config actions cannot be applied to gin_login.settings because the gin_login extension is not installed.

Removes the action, and corrects the comment that still named Gin as the admin theme. The login wallpaper file stays in the demo content.
