Issue #3627178: Pass the email handler language to token replacement and string translation.

Closes #3627178

Passes the email handler's Language setting to token replacement ($token_options['langcode']) and switches the string translation default in setWebformTranslation(), so dates and t() strings such as checkbox Yes/No follow the handler language. When the handler has no language set, nothing changes.
