Draft: Issue #3597405: Standing Tugboat preview (no-op MR for manual WebDAV testing)

A no-op merge request kept open only to host a Tugboat preview for manual WebDAV client testing (open / edit / lock / save from a desktop client). It tracks the default branch and carries no functional change; close it when the standing instance is no longer needed.
