feat: #3622736 Add the management dashboard to the Web Dashboard recipe

Web Dashboard holds the default dashboards sites use; the Management dashboard moves here from Web Admin (webadmin #3591761).

  • Add webdashboard.webdashboard.management (weight -5), built with Display Builder: site content chart, recent content, who is online.
  • Add "Content I edited" to the Editorial dashboard (new embed_2 display of webdash_drafts), and use the "view own unpublished content" permission for that view.
  • Require drupal/webdashboard ^1.0@dev (1.0.x replaces 12.0.x).
  • Add GitLab CI (Drupal 11.4.x-dev, PHP 8.4): composer, composer-lint, cspell, and a recipe job that installs Drupal and applies the recipe.

No other open MRs on webdash: !1 (merged) (#3622697, Display Builder dashboards) is merged into 1.0.x, so this is based directly on 1.0.x.
