feat: #3622697 Build the default dashboards with Display Builder on Web Dashboard

Rebuilds the Webmaster (-20) and Editorial (-10) default dashboards as webdashboard config entities built with Display Builder, instead of the Drupal CMS Dashboard module (which requires Layout Builder).

  • Adds views.view.webdash_drafts
  • Recipe installs display_builder, webdashboard and webdashboard_views
  • Composer requires drupal/core ~12, display_builder and drupal/webdashboard ~12.0@dev

Depends on webdashboard MR !1 (issue #3622694).

Tested on a fresh website_starter install: layout_builder/navigation/dashboard not installed, admin sees both dashboards, content editor only sees Editorial, no log errors.
