core/recipes/standard gives the content editor role permissions on the tags vocabulary, so the vocabulary has to exist first. It was applied after core/recipes/standard, or not at all, so every install dropped the permissions and printed a warning.

  • Applies core/recipes/tags_taxonomy before core/recipes/standard.
