Update the Drupal core constraint from ~11.3.0 to ~11.4.0 on the 5.0.x branch in composer.json and vmi.info.yml. 5.0.x is the Varbase 11 branch of VMI (no varbase_components ~3 dependency); required by Varbase Content Base as 5.0.x-dev, so this unblocks the Varbase build on Drupal 11.4.
