Added new custom access vitals endpoint permission

  • Added new endpoint access permission
  • Updated endpoint routing permission check so it uses the newly created permission
  • Updated README.md with information about the permission
  • Updated vitals_install() to give default permissions to all roles
  • Added vitals_update_9202() to give default permissions when updating
  • Updated VitalsTest.php, so it creates a user with the new permission, instead of 'access content'
