fix: #3625417 Do not set an empty name on menu navigation landmarks

Sets aria-label on a menu nav only when the block label is not empty, so an unlabelled placement never gets an empty-named landmark.

This does not clear landmark-unique on the homepage by itself: the three main menu placements all carry "Main navigation", which is block config in the RightUp recipe.
