Closes #3609216.

Bumps drupal/varbase_components from ~3.0.0 to ~3.1 so Vartheme BS5 resolves against the fixed Varbase Components 3.1.0 release (Drupal ~11.4). The old ~3.0.0 constraint excluded 3.1.0 and resolved to 3.0.0-alpha4, whose page-title SDC component is invalid under Drupal 11.4's component validator (site-wide 500).
