Restore the 9.0.x branch to its original dual ~10.6.0 || ~11.3.0 state (procedural hooks). The Drupal ~11.3-only work (core requirement, CI stack plugins, OOP hooks) has been moved to the new 9.2.x branch; 9.1.x is the Drupal ~10.6 line.
