Twig 3.30.0 compiles core's drupal_escape filter into a direct EscaperRuntime::escape() call, so every page render is a fatal TypeError and the functional testing lanes fail (fresh branch run: https://git.drupalcode.org/project/varbase_starter/-/pipelines/978602).

This pins twig/twig:<3.30 in CI only, as a --no-update root requirement on the Drupal CMS test host before the recipe is required. The recipe's composer.json is untouched. Remove it once a fixed Twig is out.
