Removes - canvas_icon_picker from recipe.yml and "drupal/canvas_icon_picker": "~1.0.3" from composer.json.

Varbase Admin Base takes the module over in https://www.drupal.org/project/varbase_admin_base/issues/3620064. Varbase Starter applies varbase_admin_base, so it keeps the picker, and it additionally gains the allowed_packs default that Starter never set.

Draft on purpose. Do not merge yet. This must not land before the Varbase Admin Base release that carries the module, or Varbase Starter loses the picker in the gap. When that release exists, the drupal/varbase_admin_base constraint here should be bumped to it in the same merge, which is why the constraint is deliberately untouched in this diff.

Verified: two fresh Varbase 11 builds, Educare and Horizon Aid, with the declaration removed here and added to Varbase Admin Base, both install green with canvas_icon_picker enabled from Admin Base alone and allowed_packs reading back correctly.
