Move vardot/varbase-patches out of the recipe's own composer.json and into the Drupal CMS wiring so it is added at the project level instead of being a dependency of the recipe.

Why

A drupal-recipe should not depend on a Composer plugin. On a Varbase 11 base the plugin is already present; on a plain Drupal CMS base the wiring script is what has to provide the patch tooling. Declaring the plugin in the recipe's require couples the recipe to it unnecessarily.

How

  • composer.json: drop the vardot/varbase-patches line from require (35 requirements remain).
  • scripts/assets/drupal-cms.composer.json: add a top-level require block with vardot/varbase-patches so the wiring script writes it into the project-root composer.json (alongside the existing allow-plugins and composer-patches wiring).
  • scripts/README.md: document that the plugin is now added by the wiring at project level, not declared in the recipe.
