Why the lock matters here
The constraint said ^2, but the committed yarn.lock pinned the harness at 2.0.3. CI installs from the lock, so the suite ran the 2.0.3 steps whatever the constraint allowed, and yarn install --immutable would have kept it there. Bumping the constraint without refreshing the lock changes nothing.
This project's default branch is already on 2.0.4; 9.2.x was not covered by that work.
