Starts the 10.1.x branch (Drupal ~11.4-only). Sets core_version_requirement and drupal/core to ~11.4.0, removes the vardot/varbase-patches dependency (project-level in vardot/varbase-project), collapses the dual dependency ranges to their Drupal 11 versions (better_exposed_filters ~7, csv_serialization ~4), and pins the CI composer job to Drupal 11.4. Varbase Reports is a Views/config module (no procedural hooks), so no OOP conversion is needed.
