task: #3621338 Require the AI, API, authentication and multilingual base recipes in Varbase Project so the site templates resolve on Stable for Drupal CMS

Closes #3621338.

Why

These four base recipes are required by the Vardot site templates but never applied by their recipe.yml, and they drag in contrib packages with no stable release (ai_integration_eca, openapi_ui_redoc, social_api, social_auth, canvas_translate, ai_tmgmt). They are being removed from the site templates in #3621334, #3621335, #3621336 and #3621337. This project's root sets minimum-stability: dev with prefer-stable: true, so it can carry them safely and make them available to projects built from the template.

Added to require in composer.json:

• drupal/varbase_ai_base: 1.0.x-dev
• drupal/varbase_api_base: 1.0.x-dev
• drupal/varbase_auth_base: 1.0.x-dev
• drupal/varbase_i18n_base: 1.0.x-dev

composer.json is the only file touched. recipe.yml, config, content and tests are unchanged, and the JSON was parsed after editing to confirm it still loads.
