perf: #3616266 Reduce CI usage on 10.1.x (cache reuse, path gating, varbase-e2e, ^2)

Ports the 11.0.x CI work (issue #3616266) to the 10.1.x line. The 10.1.x web root is docroot/, so all custom-code paths use docroot/{modules,themes,recipes}/custom.

What changed

  • Cache reuse: the parallel test jobs pull the installed build cache (vendor, node_modules, docroot, bin) and only restore the DB dump, skipping composer/yarn/playwright.
  • Path gating: every job is gated on changed paths. A job whose files did not change stays listed as a non-optional manual (allow_failure: false), never dropped. The full pipeline still runs on the default branch, release branches and tags.
  • Custom-code scope: PHPCS / PHPStan / Storybook and the app-changes gate target the developer dirs docroot/{modules,themes,recipes}/custom (scaffolded with .gitkeep).
  • Rename: the test job is now 🧪 varbase-e2e (Automated Functional Acceptance Testing in the description only).
  • Dependency: @vardot/varbase-e2e → ^2; yarn.lock regenerated to 2.0.3.
