fix: #3611907 Ignore drupal/* dependency-declared patches so lock-less installs do not abort

What/why

A fresh rm -rf composer.lock patches.lock.json vendor/ && composer install aborted: drupal/ai_context self-declares a patch on drupal/canvas with a missing root-relative path. Base cweagans/composer-patches gathers dependency-declared patches with an exact-match ignore-dependency-patches check before varbase-patches' wildcard/allowlist override is active, so the bad entry was gathered and the install failed.

Adding ignore-dependency-patches: ["drupal/*", "drupal/ai_context"] to extra.composer-patches skips those patches at gather time. This supersedes MR !59 (merged) (which committed patches.lock.json to work around the same failure) — that tracked lock file is removed here so it regenerates cleanly on a lock-less install.
