Release Varbase Project template 11.0.3 from the 11.0.x branch (recipe-style, version bump + DDEV-regenerated locks).

  • composer.json: version 11.0.x-dev -> 11.0.3; vardot/varbase and vardot/varbase-patches 11.0.x-dev -> ~11.0.0 (matching the 11.0.2 convention).
  • README.md: version shield badge 11.0.2 -> 11.0.3 (label + pipelines?ref).
