Back to DEV after the Varbase Project 9.2.0 release. Part of #3608864.

Restores the 9.2.x branch to its development state (mirrors the 11.0.x Back-to-DEV):

  • composer.json: version 9.2.0 → 9.2.x-dev; vardot/varbase + vardot/varbase-patches ~9.2.0 → 9.2.x-dev.
  • Removed the release composer.lock + patches.lock.json (regenerated at each release; the dev branch carries no locks).

No new release; the 9.2.0 tag stays as released.
