test: #3608527 Provision the testing users, RTL locale and LB perms in init-full-automated-testing

Follow-up on #3608527 (MR !31 (merged)): a local --run exercised the init command and 114 scenarios failed — the command missed the CI's role/user provisioning. Add, exactly as the GitLab CI before_script does:

  • role:create editor / content_admin / site_admin / seo_admin + the six per-role testing users (Normal user, Editor, Content admin, SEO admin, Site admin, Super admin) with the suite's credentials.
  • Arabic locale import + locale:update.
  • The landing-page / landing_page_lb permission grants the suite expects.
