• composer.json: vardot/varbase and vardot/varbase-patches moved from the release-time pins ~11.0.0 back to 11.0.x-dev.

11.0.x is a development branch, but it still carried the released 11.0.7 version string, the release-time cross-dependency pins and the release lock files. Anyone building from the branch resolved the released Varbase packages rather than the branch under development. This restores the branch to its development state, exactly as was done for 11.0.6 in commit e057d43 under issue #3617470.

This is the only change. Nothing else is bundled.

This is a Composer metadata change to a project template. There is no code path to exercise, and the diff was verified to touch only the three files above.

Note on CI: the 11.0.x branch was already red before this change. Pipeline 953823 on the 11.0.7 commit 1747aa8 failed 📊 Create reports and 📦 Install Varbase, both with allow_failure: false. Any red pipeline on this MR that reproduces those two jobs predates this change and is tracked separately under issue #3622286.
