feat: #3610876 Initialize Varbase News Base recipe

Initial import of drupal/varbase_news_base.

A clone of Varbase Blog Base (drupal/varbase_blog_base) for a News content type — same content type / views / Drupal Canvas wiring, with the bundle, fields, vocabulary, views, pathauto pattern and 19 Canvas content templates renamed from blog to news. Sub-recipes: varbase_content_base, varbase_media_base, varbase_seo_base, varbase_workflow_base; installs selective_better_exposed_filters and webshare.

The Canvas content templates were rebuilt against the current Vartheme BS5 component versions rather than copied as-is — Varbase Blog Base ships stale component pins (e.g. card-text pinned at 4253a4e8d24d8b08 vs. the active e029fefa26d20f4f) and a level input the current Card component no longer declares as a prop, which aborts install for a second bundle. A follow-up issue against Varbase Blog Base for the same stale pins is suggested separately.

Verified: installs clean (0 errors) alongside Varbase Events Base on varbase_starter; a news node page returns HTTP 200.
