Varbase Layout Builder 10.0.x is dual-core (Drupal ~10.6 || ~11.4). The webship job installed the retired vartheme_bs4:9.0.x-dev (~11.3) + vartheme_claro:3.0.x-dev, which do not fit Drupal 11.4. Make the themes per matrix leg: on ~11.4.0 install vartheme_bs4 ~9.2.0 + vartheme_claro ~3.1.0; on ~10.6.0 install vartheme_bs4 ~9.1.0 + vartheme_claro ~3.0.0. Also bump the test matrix from ~11.3.0 to ~11.4.0.
