Closes #3606654.

The main is but the block submodules (varbase_gallery_block, varbase_heading_block, varbase_html_code_block, varbase_media_block, varbase_rich_text_block, vlplb) were still , so Drupal 11.4 refuses to enable them. This bumps them to match the main module.
