ci: #3607834 Adopt strict-gating drupalci CI, webship-js suite, and lint configs on 10.1.x
Summary
Adopt the strict-gating drupalci CI pipeline on the 10.1.x line (Varbase 10.1.x / Drupal ~11.4). Every validate job gates strictly (allow_failure: false) and passes, plus a slim webship-js (Playwright + Cucumber-js) BDD browser suite.

What changed
.gitlab-ci.yml: drupalci strict-gating (DRUPAL_CORE 11.4.0, IGNORE_PROJECT_DRUPAL_CORE_VERSION, _ALL_VALIDATE_ALLOW_FAILURE 0, per-joballow_failure: false, varbase-patches ~10.1.0, symfony/runtime allow-plugin). Added.gitlab-ci-local.ymlfor local runs.- webship-js suite:
tests/features/drupal/**, selectors, step-definitions,cucumber.js,playwright.config.ts. Note on the SLIM webship strategy
Varbase Layout Builder hard-depends on varbase_media + varbase_editor, whose released 10.1.x siblings ship config incompatible with the current core/contrib schemas (fixes live only on the unreleased 10.1.x branches), so enabling the module cascade-installs a stack that cannot install cleanly in CI. The suite therefore installs the Layout Builder contrib payload directly. This does not weaken the committed core requirement (~11.4.0).
